He was born September 1, 1947 in Carthage, Texas to William Horace Allen, Sr. and Maudie Lee Smiley.
A Funeral Service for Mr. Allen will be held at 1:00 p.m. on Saturday, October 7, 2017 in the Lemons Memorial Chapel in Plainview, Texas. Interment will follow at Plainview Cemetery, 100 Joliet Street in Plainview.
